Criminal Intelligence and Threat Assessment

The Criminal Intelligence and Threat Assessment Unit reports directly to the Assistant Chief of the Investigative Services Bureau.

The mission of the St. Petersburg Police Department Criminal Intelligence and Threat Assessment Unit is to identify, reduce and prevent criminal activity in the City of St. Petersburg, with maintaining public safety a priority. This includes monitoring current and developing threats, conducting threat assessments, providing dignitary protection, and conducting special investigations.

The St. Petersburg Police Department recognizes the necessity of maintaining the delicate balance between the needs of intelligence systems and the rights of the individual in a democratic society. Therefore, guidelines and procedures have been formulated to accomplish the unit’s mission while maintaining this balance.

The primary goal of the Criminal Intelligence and Threat Assessment Unit will be the development of strategic intelligence assessments designated to:

  • Provide a descriptive analysis of crime systems operating in the City of St. Petersburg.
  • Evaluate the capabilities of these crime systems and provide alternatives designed to reduce their effectiveness.
  • Identify the major crime problems affecting the City of St. Petersburg and provide recommendations to address them.
  • Assess the efforts of law enforcement in the control of crime in the City of St. Petersburg.

The secondary goal of the St. Petersburg Police Criminal Intelligence and Threat Assessment Unit will be the development of tactical intelligence data designed to:

  • Provide the operational units within the Police Department with the necessary data to investigate criminal activity.
  • Identify those person(s), groups and/or organizations engaged in criminal activity in the City of St. Petersburg and provide data useful in pursuing an investigation and prosecution.

In order to fulfill their goals and objectives, the St. Petersburg Police Department Criminal Intelligence and Threat Assessment Unit is responsible for collecting, evaluating, analyzing, and disseminating crime intelligence data on any and all person(s) groups or organizations that engage in activities defined as "criminal" by Federal and State legislatures. Of primary significance will be organized criminal activity to include, but not limited to, the following crimes:

Gambling, Loan sharking, Narcotics, Prostitution, Bribery, Extortion, Conversion of Illegitimate Funds into Legitimate Investments, Trafficking in Stolen Property, Counterfeiting, Arson, Homicide/Kidnapping, Crimes designed to subvert the economic interests of State, Black Market activity, Labor Racketeering, Civil Disorder, Domestic and Foreign Criminal Activist and Terrorist groups.
